Did you gift him the hat? because i believe you can complain to isabelle about it!! and or give him something of the same size which he will then use to occupy the space!

then you should definitely file a complaint to isabelle, it resets all clothing given to the villager you complain about! good luck! ^^
but my question is, will it work if it's displayed inside?
Coco displayed funny glasses I gave her in her house. I ended up giving her a plant and she replaced that item along with the cute lamp she bought from me and she wears the funny glasses a lot more frequently now. So I think if you give Scoot an item that is the same size, it might replace it.
i'll probably give him a decoy duck then to fit the duck theme, i could try reporting him but his shirt is original so it might not do much
