Does the campsite work the same as the first 3 villagers?

Greetings,
I unlocked the campesite and was wondering if the first villager was random or worked the same as the first 3 villagers that Tom asks you to set up for?
As in, visiting random islands before setting it up allows you to pick which villager will move in next.

I just don't want to make the same mistake again haha

From what I read, you need to accept the first villager in your campsite in order to progress.

So if you don't talk to them, everyday will have a new one until you talk to them?
So random islands will still be empty?
