Does friendship level affect whether a villager will move out?

Does friendship level affect whether a villager will move out? If I gave the villager I wanted to move out trash every day or hit them with a net and depleted our friendship level, would they move out faster?

I believe that lower friendship villagers are more likely to move out, based on datamining conducted awhile back. (This is also the opposite of how the friendship system worked in New Leaf, where higher friendship villagers were more likely to move out.)
