...you've invited a villager to come live in your town from the campsite when there's no room for another villager in your town?
I mean physically no room; there are PWPs or structures/rocks arranged in such a way where there isn't any free space anywhere for their house to spawn, even though you have 9 or fewer villagers in your town.

You may not think they can find a way in, but they always do...
 
I think I remember reading that they send a letter saying they were unable to move in.
 
If there's really no room, iirc they just won't show up. They'll send you a letter saying something else came up.
 
If you have 10 villagers already, they simply won't show up. Personally, I don't waste my time at the campsite when I have a full town. (Unless I want to play games to get furniture, that is.)
 
I can't imagine there not being any room when there's limit on how many PWPs you can place.
 
There are only 9 villagers in my town at present, I was speaking of physical room for their houses to be able to spawn.
 
Oops, I misread the first post. Wow... I don't know how your town can be so packed that there's no room for one final villager. You're only allowed so many PWPs and the villagers can and will crush trees and flowers to put down a house.
 
that actually is a really good question

i dont think, you can place so many projects that you dont have enough room. some projects can only be placed once too, like the lighthouse and stuff
 
I deliberately charted out my town to make a grid of PWPs (mostly big ones like fountains, the fence and flower clocks) which would strictly limit the areas where my villagers could move into, to make them line up in a perfect row with some coaxing via plot resetting. I have one final space plotted for a villager to be able to move into, but it doesn't appear as if it's going to be big enough since she's not spawning;
this is the second day since I convinced the villager in my campsite to move to my town and she doesn't seem to be appearing anywhere when I do a reset.
It's quite frustrating since I reset for a few hours today to get her.
