Chocolate coins are only in Animal Crossing New Leaf, which is a Nintendo 3DS game. In that game, whenever Gulliver washes up on your shore, you have to remind him the name of what real world country he was going to visit before he ended up in your town based on what he say he can remember about the place. If you get it right, he sends you a souvenir from the country the next day, but if you get it wrong, he sends you a chocolate coin instead, which can be eaten and looks just like bells but serves no actual purpose.
The chocolate coins on this site are a currency from an ongoing event. This thread helps explain it more. You wouldn’t be able to use them in game.
I would do this as a child! Now that I am older, it is a fun challenge to guess the correct spot using geographic and cultural knowledge. However I still love the chocolate bells, cute!
