Do you wet your hands before using soap?

Do you put water on your hands, use soap and then wash your hands or do you just put soap on your hands and wash them? I know it's a random question but I really am curious.

I wet my toothbrush before, because if I don't, it's stiff as hell and hurts.

I don't use hand soap, I use foam. And I always foam soap first then water.
