I only have a problem with pure illiteracy and no effort at all when it comes to correct grammar. For example, people who type using no punctuation.

i dropped that fight a loooong time ago so idk why youre so obsessed with me. this is like the third time ive seen you hint or mention me.

but tbh typing with grammar feels weird. i like to type casual, though i can type with grammar when i need to (essays or crap idk)

i type differently, for example, around my friends in a chat i like, type with no grammar, but its fun.

Not to say that racist people are incapable of typing properly or anything, but...really? If I could raise a singular eyebrow instead of both, I'd be doing that right now.

they mostly mean people who yell at POC who have english as their second language. (ex: people telling latino people to go back to their own country because they cant speak english well, people assuming that asians cant speak english good etc) because they typically end up acting snooty about it.
