Do dropped items on furniture count as clutter?

I was looking at my island evals today and Isabelle was moaning that there was too much stuff on the floor.

I have a swap shop and free fruit stand by the airport and I really don’t want to get rid of these places in order to get a 5star island.

I was wondering if putting these dropped items up on tables or stools would solve the issue, or whether it would still count?

I believe the do, you have to place the item for it to be decoration, if you just drop it, it's clutter.

It should not count as clutter. I've seen well designed islands put materials on tables.

I believe it counts as clutter to drop rather than place.

However, 5 dropped items isn't going to make you lose 5stars. I had dropped sapling and flower bag on a table for decor in my "plant shop" and it was fine. It was when I added too many dropped items for decor is when there was a problem.

As long as its on a table of sorts, it won't count as clutter.
