Lost a couple of my favorite villagers today after someone hijacked my 3DS and TT'd several times into the future (game's at 2020 now >.<). Once I cycle through 16 villagers, is there a possibility the lost villager will "naturally" appear? Or will I have to fetch him/her from another town? Thanks!

There is a chance they'll come back on their own, but unfortunately I think the odds of it are pretty low.
You'll probably have an easier time finding them online. : )

Yes, if by naturally you mean via campsite and random move-ins. Cycling through 16 villagers just means allowing that villager zero to be able to live in your town again, so they'll appear as acquirable villagers again just like the others that haven't lived in your town. You can also fetch him/her in another town if you find someone giving them away, and it'll be much easier.
