If you start a public works project and want it completed by the next day, do you have to finish paying it off by midnight? Or do you have until 6am to finish paying? Thanks in advance

I think you have until 6 am, I've payed off a pwp before after midnight and it was done the next day.

Pay it off by 05:59 a.m. town time.
Then 06:00 a.m. arrives, and the game reloads to the following day. Isabelle speaks about that. And then you can see what changes occurred in your town, including Public Works Projects.

Here's a fun tip: if you want to demolish a PWP and build a new one (as long as they won't be on the same spot) on the same day, start the new project, don't pay it off, order the other PWP demolished, and then pay off the new PWP. If you pay it off first, or order the demolition first, you can only do one or the other. But, the game figures there's a chance you won't be able to pay off the PWP for more than a day, so it lets you order a demolition until the project is funded.
