Certain villagers you can't have as starters?

I had a Julian as my original starter. It was Julian, Cole, Roscoe, Melba, and Annalise. I remember because I only played with my original 5 and ignored the other villagers until they moved away and were replaced.

surely if it was possible, there'd be at least one photo evidence

I had Julian as a starter as well .. hoping he'll move out soon, as there was a couple of month period where he would send me a love letter every single day. The first one was cute, but after the 10th one, he had to go.

that or nothing would be true by virtue of all truths negating each other

This is interesting but puzzling. The truth that a certain vaccine prevents measles doesn't negate the truth of another preventing polio. Or the truth that humans need air to breathe and live doesn't negate the truth that fish that require water would die in just air.

???

ETA - I would think there also would be numerous pictures to prove if you can have an uchi or smug, and not just one. But one would really help to answer this question!

I still hope it IS true. But so far after 7 pages here and 12 hours or so, it still hasn't been proven makes me a little unhappy. I'd love to restart sometime and get an uchi or a smug.

In my very honest opinion, I don't think you can have smugs (not 100% sure about uchi) though I would LOVE to be proven wrong.
For anyone who thinks they started with a smug/uchi/octopi try sitting on your town tree. If you see something like "Julian moved in July 4th 2013" then he's not a starter, even if that was the day you got your game!

Your starter villagers will NEVER have a move in date on your town tree.

I thought for the longest time I started with Marshal, turns out he was just a random move in after the original 5 (probably number 6 or 7)

...funny how Animal Crossing Wikia says this.
Starting Villagers
The starting villagers are the first villagers the player has in their town when they start a new game. The amount of Starting Villagers differs in each game. In Animal Crossing there were 6, in Animal Crossing: Wild World there were 3. In Animal Crossing: City Folk, the amount was reverted to 6. In Animal Crossing: New Leaf, the amount of starting villagers is 5; however, there cannot be an uchi or a smug villager as a starting villager.

Thank you for posting this!

I hadn't previously observed it.

It makes sense. All my towns (including ones not kept) never had a Smug or Uchi slotted between numbers 1 through 5 originally.

So, the idea is this: If you're starting a new town and want badly a particular villager who is not a Smug or Uchi, select a town where the five starters do not belong to the Villager Personality category of the villager you're wanting.

You want the Normal elephant Merengue?

Here's an example of what to do:

Starters
1) Jock
2) Peppy
3) Cranky
4) Snooty
5) Lazy

Numbers 6, 7, 8 will be your Normal, Smug, and Uchi. (However it gets ordered.)

Yeah I think most people seem to misremember a smug/uchi being their starter, when actually it was the next move-in. It's easily done

I would like to believe it's possible to get uchi and smugs as starter villagers, but the only way I'll believe it is if people can actually provide pictures of the town tree ceremony with a smug/uchi in them. Until then, I'm inclined to believe it simply isn't possible, especially because the game has been out for over a year now and there still aren't any pictures online to prove it.

If someone would be willing to make this into an experiment, that would be great. :)

I'm going to start a new town of my current cycle town.

I'll note the five starters.

So far I haven't had an occurrence of getting a Smug of Uchi as one of the first starters. I get two males and three females or three males and two females. Between them, one of Cranky, Snooty, Lazy, Normal, Jock, and Peppy are not the first five. The one not among the first five starters will fall in the category of Smug and Uchi—and that's what makes the resetting very interesting. It's how I got Lazy octopus Zucker in my third town Temps. (He's slotted at No. 8.) It's how I got the Normal cat Lolly in Cycle. (She was slotted at No. 6. Coincidentally, she is also at No. 6 in my original town Applewin which is where I had transferred her. My active town villagers, as seen from my signature, are listed in numerical order as they appear on the screen.)

A lot of this is logic; a lot of it is a numbers game.

I'm pretty sure you cannot get smugs and uchis as starters maybe because there is less of them idk, I have resetted towns loads looking for nice maps and I am quite certain I've never had a smug or uchi as my starting 5

threads have come up on this before and people always claim they've had smug/uchi starters, but never provide a photo. It's such an easy thing to prove wrong, that surely if it was true, it would have been proven by now after more than a year

My thoughts exactly.

And @Candy83: thanks for experimenting. :)

If you Google "Animal Crossing tree planting ceremony" a lot of screenshots come up and none of them have any uchis, smugs or octopi in them. That's not necessarily proof but you would think at least one uchi/smug/octopi would pop up if it were possible.

Yeah I've done that too, there's not a single one
i think people must just be misremembering

Hmm, really interesting question. I was almost certain that I started off with Phoebe, but after checking, I found that this wasn't quite true. She was actually just the first to move in to my town, two days after starting the game, on June 11th, 2013.

I don't have my first town anymore to double check, but I really thought Chops was in my first five. I guess maybe I miss him so much my memory is altered :(

I just reset a couple hours ago.

I'm resetting my cycle town to get villager pics. (I start the town date around March 20.)

I did three towns before the fourth appealed to me. (Reason it appealed to me: non-repeats of villagers, from my active towns, whose pics I want for the house belonging to my Temps human, Marco. Mayor there is Alicia. Marco's house will be a picture gallery of villagers.)

So, of all four towns I tried, not one of the five starting villagers came from the categories of Smug or Uchi.

So, for those starting a new town, you're going to find resetting for a Smug or Uchi, for whom you are in pursuit, a lot easier. You want a Smug (like Julian or Marshal), you won't have a problem. (You may spend some time because there are more than 40 Smugs.) You want an Uchi (like Phoebe), where there are only 21 in the game of "Animal Crossing: New Leaf," you should not have a problem. But if you want a Cranky (like Fang), a Snooty (like Ankha, Diana, or Whitney), a Lazy (like Beau, Stitches, or Zucker), a Normal (like Fauna, Lolly, Merengue, or Marina), a Jock (like Bam), or a Peppy (like Rosie)…you should pick a town where that desired villager's category is not represented among the first five starters.

For Phoebe to have been original, the highest she could be slotted was at Nos. 6, 7, or 8. Point is that the Uchi ostrich Phoebe could not appear at Nos. 1, 2, 3, 4, or 5 who appear on Day #01 to greet a town's Mayor.
