Certain villagers you can't have as starters?

I've done a lot of cycling and resetting but I've never seen any smugs,uchis or octopi as part of a starting five.I'm not saying it isn't possible,I've just never seen it.I wonder if it's just a matter of numbers?There's what,333 villagers in the game and out of the eight personality types,you can only have five of them to start off your town.Maybe the game can randomly generate only a certain amount of villagers when you reset a town and Nintendo had to decide which ones to leave off at the beginning.

yeah i'm pretty sure it's impossible to get smug/uichi/octopus, i think it's very unlikely that i have been through endless hours and not seen one villager of that type. i'd love to see proof though but i'd generally say that it's impossible, i think some people might be confusing themselves with a random move in after the original 5. i remember my original 5 was missing a lazy personality where it was zucker who moved in as my 6th villager

It's not impossible, just very, very rare.

To add onto this, I have restarted several times. I always reset for good originals. The first time my repeats were Dizzy and Katt. Second time was Mira and Pietro. Third time it was Skye and Lucky. It's all random

I've never seen a single piece of evidence proving that you can start off with a Smug/Uchi as one of the first five villagers living in the town. Anyone that claims that they have, I just stop reading what they have to say.

I once had Chops as a starter in my town and he is a smug villager, so I'm also thinking this is not true.

i believe it is true that octopi/smug/and uchi which sucks but if i see a picture that would be really
