Every villager that has moved out of my town monk has been adopted so does that mean i have no villagers in my void? so if someone were to streetpass me and they have 9 villagers no villager would move in? also because i have a cycle town would they get a villager from that void even if the game card isn't in?

Yes, that means that you don't have any villager in your void.
really? i thought once a villager got adopted they couldn't be in your void but it makes sense since the villagers i even adopted out in my cycle town are still on main street
They can't be passed on if you adopted them out. All past villagers will show up on Main Street if you move out enough villagers. It doesn't have anything to do with the void. If you have a space, you always run the risk of picking up someone else's voided animal.
