Can villagers still move out on their own?

I haven’t had a villager move out in forever. Like probably years. Like since the amiibo update at least. I thought villagers could no longer move unless they asked you. I opened New Leaf today and Chester is gone. I’m so sad. What the heck. I assume I still would have to cycle out 15 villagers to get him back. When picking Nee Horizons dreamies I kinda of wanted to not pick dreamies I already had in Nee Leaf, but now I am losing dreamies. Now I’m not sure what to do.
 
Yeah,they can still move out.Then time it takes for them to go to boxes was extended to ten days with the Amiibo update but they can still move if you don't stop them.You could get Chester's Amiibo card from eBay but it's a bit pricey right now....it's around $10-$15 American dollars.All Amiibo card prices got jacked up when New Horizons was released.

That is so weird because I have no had a villager move out on their own for years. Ugh, so annoying. I read an article that said a Nintendo spokes person said that Nintendo would be releasing the amiiboo cards then. I am hoping they do. I might have to buy some online though.
