can too many palm trees and shrubs hurt perfect town status?

isabelle keeps saying i’m underdeveloped and i need more pwps, but i have thirteen pwps already if i counted correctly (excluding the bridges and stuff in main town). i think i have about ~200 trees, and that’s excluding palm trees. do i really need more pwps? or do i need to cut down
edit: i only want perfect town status so i can get jacob’s ladders and a golden watering can so if anyone can provide me more jacob ladder’s i’d be ok
edit 2: here’s what i have:
• 3 log benches
• 1 flower plot
• 1 hot springs
• 1 picnic area
• 1 trash can
• 1 fire pit
• 1 hammock
• 2 bridges
• campsite
• police station
• cafe

I believe that if you have over 200 trees, it'll start to hurt your town rating ^^ As for public works projects, it may depend on which you've built, since some increase your rating more drastically than others, and some decrease it entirely;;

edit: The garbage can would be the main project decreasing your rating I think

maybe try to get the museum upgrades, dream suite, fortune teller shop if possible? i don't see any mainstreet pwps listed which might be why.
