Can new villagers move in over snow people?

I have Zucker moving in from my campsite soon. Will building snow people around town stop him from moving into an awkward place? Has anyone experimented with this?

I've never known anyone to say that a house has been put on top of a snow person. I've just had Molly move in, her plot was close to my snowman but didn't crush him.

I did a plot reset trick earlier this day for Papi, and in some of the resets he put his plot on top of my snowman and the snowman disappears

Aww man I thought I had found a loophole to the reset trick!
I hate the ugly dirt patch left behind when you delete the new character. Oh well thanks for the replies
