Can Campsite villagers force out 10th villager?

I know that the 10th villager who moves in won't ask to leave but im wondering if the non amiibo villagers at the campsite can request for the 10th villager to leave?

Yes. They’ll pick randomly, but you can reset the game until they ask about the 10th villager.
