camper vs a moved out villager

Hi all,

Today Wolfgang is in my campsite. However one of my other villagers just moved out (she's gone, but the house is still there for the remains of the day)... can I ask Wolfgang to move in (have been playing games with him for 30 min now)... ?
Or does the presence of the house of the moved out villager still counts as a 10th villager ?

The empty house still counts as being the 10th villager, so you can't get Wolfgang to move in. Annoying...but that's the way it is.
