She is indeed so underrated! I rarely see people talking about her.. I think I will put her on my dreamies list now that you mentioned she's made out of french fries and burger XD
In my first game I was lucky enough to have Moe as a starter! I really love him and I may have other dreamies but he has a special place in my heart. He may not be that popular but I love him just the way he is and popularity will not change my opinion about him!
He's such a sweetie and I can relate to him a lot; i have a lot of good memories with that guy and I won't ever let go of those memories and Moe himself. u w u

Goldie- She is supposedly in tier 4. She is the cutest villager ever, the cutest dog ever, and the cutest normal ever. Nuff said.
Graham- Tier 5. Second cutest hamster. He's all short and round and nerdy with cute little glasses. That should be the definition of adorable <3

I really like Derwin the duck :> First of all, he's the first lazy I ever had. I thought I would hate him but he was one of my besties :3 He used to send letter pretty much every day too. Eventually, I let him go because his house placement was terrible Dx I miss him and his nerdiness at times :c

Mint, Snake, Agent S, Merry, Goldie, Alice, Benjamin, Biskit, Bonbon, Camofrog, Caroline, Clay, Ed, Nana, Penelope, they're all so cute and underrated.
Egbert. Love his color scheme, LOVE his house with all the robo/space stuff. Egbert is both funny and aesthetically pleasing. He was one of my starters but he had to go to the void 
When Gayle moved into my town I thought she had to be a shoo-in for tier 3 since she's pink with bright blue eyes and covered in hearts, but no, bottom of the barrel. Why? She's got all the right ingredients. Still not a personal favorite of mine but I don't know why she hasn't at least gained Tier 4 status since the likes of Fuchsia are up there.
Having had both Marshal and Quillson in my town I have to say I prefer Quillson; he has more character than Marshal who is just sort of generically kawaii. Quillson's a beach bum surfer duck based on a member of the Beach Boys! (Although to be honest he always reminded me more of Count Duckula looks-wise, but that was only a plus for me...)
Finally Barold, who looks like he fell out of a 1980s Unix programming lab. I have to admit he's not the prettiest thing around but that just adds to his charm in my opinion. He's evidently fallen into the role of Hollow's tech support because on her first day, Amelia asked him to come over to help her change a lightbulb which is still cracking me up to think about. Really, asking Barold when you're twice his height with wings to boot?
I guess in general I'm attracted to the more strongly "themed" villagers and they tend to be the less pretty ones.

Okay, hamsters in general are underrated- they're so chubby and short, with squishly little faces ♥ Sole il in particular is incredibly underrated! My bby in tier 5 has a very nice home exterior, and her starting shirt looks very nice!! She's got tufts of blonde hair and a yellowish blush and ughhh she's a grumpy lil princess ♥♥ and her EYES how is she not more popular with those glass-green eyes and eyelashes ♥

curlos is my baby. ;v; he was my very first smug villager, first sheep (favourite mesh design), first photo gift, and he's just adorable. plus, he's my closest friend in-game (he was the one that hosted my birthday party).
this is bizarre, but i also have a fondness for harry. i plan to let him go, but he was one of my originals, and while i didn't like him at first he definitely grew on me. he was also the second to give me his photo. (cranky villagers are adorable.)
