My favorite popular villager has to be Rosie I had her in my town and she seemed to just bring something everywhere she walked. Like she made my town a lot more joyful

Oh, this sounds like so much fun. 
My favourite popular villager is Zucker. He's the sweetest and most adorable thing. I actually think his little sparkly animesque eyes whenever he's sad or disappointed are almost too cute-- but on the other hand, he's pretty creepy if you really think about it -- like a zombie octopus (look up what he's based off of and you'd understand).

My favorite popular villager is Lolly. She just moved into my town to a heavily wooded area, so It's funny to see her walking around in the middle of nowhere. She's too adorable to be this big of an outcast, lol.

I will have to say Stitches, even though he's kinda high maintenance. He's in my CF town still, and I don't have him in NL (he was a starter in my 2nd town but now lives with a bff who loved him even more than I do) but he's just so dang cute.

He was a random move-in for me when I started playing NL, and I honestly had no idea how popular he was at that time. But he's adorable with his many colors and his personality just adds to his cuteness. :')
