I'm not looking for a home for Static at the moment; I'm looking for lurkers for him. This is because a) he is not moving, and b) were he moving, I'd be giving his lurkers a shot, first.
I cannot, and do not, guarantee any specific person any particular villager unless that's something I want to repay them for a favor, or want to give that away as a prize for something. That's just the way of it, and I outline that in the rules. I'll add you to the lurker list, though.
