Are kicked out villagers adoptable?

So when a villager is kicked out and replaced by an amiibo villager, i know they go into boxes right away. Can someone come over and adopt them?

When I did it with Chadder, he wouldn't come to my 2nd town at all. But I heard one person did it. So I guess it just depends? Idk...

Yes. I tried this with my main town! I replaced Flurry with Bluebear. Flurry went into boxes, I invited my other town mayor over and adopted her! As long as you don't have 10 villagers already, you can adopted forced-out villagers like normal ones.

Oh wait. I actually had 10 villagers. No wonder Chadder wouldn't move to my 2nd town. I feel so forgetful.
