Anyone else do this? (Plus help needed for something picture related)

I like to keep all my villagers stay in my town until they give me their picture. 19 days into one of my towns, and I haven't had any luck getting one Maybe it takes a while, but any suggestions, along with tips and tricks, or even signs that I'm getting close? Thanks!

Just keep raising your relationship with them.
Sending nice letters, doing favors, playing hide-and-seek, and giving perfect fruit for when they ask for general fruit are the bigger things that first come to mind.
If they're wanting to move more frequently and it's the same few villagers over and over, that's a good sign you're getting up there friendship wise.

I don't know if this is my imagination, but I feel like returning someone's lost item to them ups your chances of getting their pic--if your friendship level is already high, of course. It's happened to me a few times, at least.

Along with the other suggestions mentioned, getting petitions signed for your villagers is a great way to raise friendship.

You can also tell when your friendship is getting high because that villager will start dropping by unannounced when you're in your house.

Doing basically all tasks that won't change their house (with the exception of petitions and letters), I was generally able to get a pic within two weeks to a month.
