okay! i have a question. if i have 10 houses, but only nine are filled (like someone adopted a villager from me), will i still be able to get her?

The 10th villager has to have the words 'move out' on their door, and their house physically gone (no house just an empty plot) for you to be able to invite a new one in. Hope this is the answer to your question.
And you wouldnt believe what just happened:
My home and the entire area is expriencing a sudden power outage.
I am kinda typing this in the dark, on my phone.
There is no wifi. Everything is out. I am soooooo terribly sorry -
