Yes, you can summon ANY villager as long as you have their respective amiibo cards (this includes Welcome amiibo cards which Stella has).

I was mostly checking, because some villagers arent in the game and for some reason I had the delusion that they disallowed summoning her (I dont know whyy???) Thank you!
To help ease your concern, Stella is indeed in the game. I have encountered her in the mystery island before.
