There's a really good guide by Crash at the New Leaf forum section. I've never had one either (2 is enough for me XD)

I want an average of fifteen, but I'll take sixteen

What I mean is, fang is a tier one so he gets one point, and Cole is a tier four, so he gets four points. Add all five together and you get your total

And that town I was mentioning earlier? It's sum was 12. That's an average of the tier being 2.4 per villager. Insane
