A lot of people here are saying that the 10th villager to move in is from wifi/streetpass but I had a villager move in without either of those. Roscoe moved into my 10th slot before I had visited anyone's town (besides my bf's) and before I even had enabled streetpass in the game. He originated in my town. He has no history except for the few weeks he had wit me. So does anyone really know if villagers truly just can randomly appear or not/

Yes, I believe there is a chance that a villager can randomly appear when you have 9. I think it's happened before for me, but I can't quite pick out one specific instance. It might not be all that common, however.

The question is, did your bf wi-fi or streetpass with anyone that was holding a voided villager? There's strong evidence that you can carry along somebody else's, so he could have passed one to you.
I guess you'll find out for sure if your 10th guy mentions by name if he's from another town.

No he has failed to streetpass at all during that period. Also he never visited anyone else but me. We didn't know this site existed till way after. So we were each others only wifi buddies. When Roscoe was adopted from me he did say he was from Pallet (my town). yeah I'm aware it's a popular town but he was completely original when I got him so I'm ruling that out.

No actually he had a perfect spot. It fit right in with my path and it was the perfect alignment as well. I didn't want him so after I got rid of him, my bf's Canberra moved in. Luckily, in the exact same place...
