Tiers?

What are the tiers? Which villagers are from each tier? How do they separate each of the tiers?

Tiers are a sort of rank each villager is given to show how popular/wanted each villager is. For example Stitches or Marshal would be ranked Tier 1 since they're sought out by most people and could be sold or traded within a matter of minutes. Certain tiers can be worth a lot of igb or tbt, but others may not.
