Petition requires signature from another town - Anyone willing to open their gate?

I can't read Japanese - so I have no idea what it was for. From what I've seen in various videos, they are silly made up petitions. Not worth the trouble to find a town and get signatures - if I recall, all I got in return was a shirt.
