so i’ve tried to and gotten the option for them wanting to move in but then they all just decline it. i’m not sure if it’s because i have the max villagers, thought i saw somewhere you could kick them out using amiibo

Yes, it's a bit of a chore, but at least we can Amiibo anyone we want in (and therefore, kick someone else out).
And if your island isn't maxed out with villagers and you have open spaces, and you don't have a plot for them ready (via 'Sell some land' with Nook) after they've been convinced to move in, they will say that they called Nook and that they are annoyed that there is no room for them.
However, if you go back into RS and buy/place a plot, the camper will say that they just got an update from Nook saying that there must have been some sort of error, which has been sorted out, and they can proceed to move in now that there is room for them.
Don't do it, though, because there's an infamous, game breaking glitch that is infuriating to "workaround"
