How do you use your flowers?

At one point in time I had literally every empty space in my town covered with flowers. It was a lot. My flowers started off well intentioned and in thought out spaces but at one point I decided to put them everywhere. I think In the final months of playing i tried to undo that but going back for this event I can see I gave up
