Can a villager be adopted out in the moving in process?

Hi,

I had a villager suddenly move in right where I was going to put a project.
She still in move-in boxes, is it possible for someone to adopt her now? I'm hesitant to TT my town since I like the villagers I have now.
She's says she's from PacVille, if that's anyone's town...

Unfortunately not. They can only be adopted when they're in boxes to move out.
