Campsite question

So, i just spent a frustrating hour playing stupid games and trying to get Del to move into my town from campsite... And no luck! Is it always possible to move in a villager? Or are some villagers just impossible to move in?

i heard that sometimes they agreed to move in then send a letter or something saying they they havent, but make sure you have a space in your town c:

it could take a while but for someone it could a couple minutes o-o *it happened to me with bob*

It's always possible but some are just easier to move in than others.
