16-Villager Cycle + Full Sanrio Item List

I've been wondering about this for a long time now. If I moved out Lucky, and tried to adopt him from another person who invited him into their town with an amiibo card, would I still be able to adopt him without fulfilling the 16-villager cycle?

Also looking for all 6 sanrio characters with their orderable furniture

As far as I've come to understand.. You can only get them back if you're the one to scan the card :/
