Random Campers Eager to Move In?

Hi y'all! I hope this isn't a repeat, but I have a question about the random (non-amiibo) campers! Today was the first day of my campsite being 100% completely and usable. I checked in on the camper (Chadder) and started dialog with her for the first time. The first thing she says is that she wants to move in and my options were essentially "yes" or "heck yes!". Not really wanting her and being a little weirded out at this sudden urge to move in, I quite without saving and have avoided her all together (no offense to any Chadder lovers!).

Is this normal? Do campers really move in without any other interaction or option? Or was this a fluke? Either way, it's not a big deal, I am just genuinely curious as I have heard of a few other camper (thought amiibo related) bugs! Thanks for the input!

Nope, they just move themselves RIGHT in, like the islanders. No dialogue, no bell games. Kinda hate it.
