I voted for Papi because he was a starter in my first town in new leaf (that I actually settled with) and I loved him, I used to check the game really early everyday, so I could visit Papi. He's really adorable, and i'm not surprised at his increasing popularity, I don't have him in my town right now, since I have Pudge instead but I really do love Papi. He became one of my favourite villagers when I started the game. I think the introduction of the other horses - new to new leaf, are pretty great. They've made me like the horse species a little more, whereas I used to hate the horse species.
