i got my points and i want to buy the ballad of gay tony. if i buy it will my other xbox live profiles have it to? Will i still be able to play gta4

No, it's only for the profile you buy it on.

I'm pretty sure the Add-ons are accessible to all profiles on the same memory unit or hard drive that the download is in. I play Marvel vs. Capcom 2 all the time under my gamertag, yet my brother bought it under his account. Same goes with all the DLC I got for Fallout 3. My little brother can access all that content.
