For 3 weeks in a row the 3 people who wanted to move were all my favorites whom I talked to a ton. I dont think high friendship effects who gets chosen to move out.
Though I have heard the villagers you like and talk to alot wanting to move out if you are constantly ignoring and abusing(hitting with net excessively, pushing a bunch, etc.) your other villagers.
But I dont know that it's actually that way, just something I've heard.

There was a theory floated in NL that the villager that most wanted to leave was not the neglected villager but the most beloved.
It was as if the villager, once he or she climbed to the top of the friendship ladder “achieved” their goal in town so they kept asking to leave.
I don’t know the dynamics in NH but in NL it did seem like the villager I liked the most constantly asked to leave. Annoying.
