It has to be a certain stage. Since it's winter, when the branches seem stronger and there's only one leaf on the tree you can sit on the tree.
I knew this but I found out recently that you can also look at other people's histories. I sat down in a dream town and seriously lol'd at the dates which were scrolling on my screen. It went "2013, 2023, 2050". 
It did explain why they had all the shops first before a villager moved in (I just sat there reading that shop X opened on that date and shop Y on that date and I was thinking "when did villagers 6 to 9 move in?"
