Wisp not working?

I'm sure I'm missing some very basic steps, as I've used the Wisp before, but every time I try interacting with the lamp it says
"Getting things ready in here...
-Wisp
...The lamp spirit, remember?"

And I've had the lamp for over a week now. Gates are not open. No events going on.

Make sure you've completed any tasks Isabelle set. When you've progressed far enough, got the building permit etc, Wisp will come out.

Did you try to talk to him after Isabelle walked inside your house?
If so just go out your house and go back in, Wisp should appear after you do that.
