Wierd Retail sign thing? (ordinance glitch?)

Hi guys,
I just went to check to see what today's premium is at Reese's and it says both 'Gar' AND 'Scallop Shell', I thought there is two things only if you have the Bell Boom Ordinance!
I have Keep Cascades Beautiful, I just checked to make sure just in case something happened and it somehow switched to Bell Boom.
It's never been two things before, is there any other reason there can by be two premiums other than bell boom?
I took lots of screen shots to make sure I wasn't going crazy.
