Why won’t a specific villager leave? (SOLVED)

I’m having a problem with making a specific villager leave from my island.
I’ve talked to the villager, several times, I’ve time travelled upwards to 2 years, and not even a campsite villager chooses the specific villager to leave/take place of.
All my other villagers ask to leave, but not this one. I can’t figure out the problem.
I’ve tried talking to them on days when it seems that no one wants to move out, (have a bubble above head,) to see if they say they want to move.
It’s honestly really weird, maybe I might be “lucky?”
I don’t know. I need help solving this problem! ^^

My favorite method for this is using Amiibo cards. It’s the most efficient and fastest way to kick out villagers. Otherwise, you’re just relying on chance.

Amiibo Cards are probably better to get rid of the villager you really want to leave. Bad RNG will make it hard for that certain villager to leave.
