Why isn't my town perfect?

I have the beautiful town ordinance, 11 PWPs (not counting main st, etc), ~120 trees, 200+ flowers, and no trash/weeds. Isabelle says the town needs to be more developed, but the villagers are never suggesting new PWPs! The only ones I have left are ones I *really* don't want. Seems like such a waste to build them only to demolish them later.

All this work for a golden watering can!

What PWPs do you have? Some will enhance your town and some will actually not.
I followed this guide and had it within no time.

There's also a couple that wont improve or decrease the rating at all, which are "pile of pipes" and "fence"

You may have too many trees which can play a factor, and I hear that if it's perfect with 10 villagers and one moves out, it will decrease your rating. So be aware of that if you do manage to get a perfect town.

ikr. I've had the game for 5 months and I still don't have perfect town
