Why is nobody moving?

So I started a new file on my cycling cartridge two days ago to hold some of my villagers on my main cartridge while I cycle 16 villagers out. I finished getting my approval rating to 100%, paid the down payment and nobody will move? What am I doing wrong? I even changed my system's clock 50 years, went up 5 days about 20 times, went up 1 year at a time but still no luck. Do I have to do something in order to get someone to move or what? Sorry if this is a dumb question lol, I'm just so confused!

How many villagers are in your town?

If you talked to them already, you need to get their friendship level high enough. Also, when you start a new town or character, you need to talk to your villagers and get all the game play tips from them. There's 12 of them. Once you do, they'll start moving
