Why are none of my villagers leaving?

I've become mayor, gotten the 100% approval rating, but still nobody will leave! I've been TTing 8-9 days (the time to get them in boxes) ahead to get someone out, even going a whole month ahead and I still have 9 villagers. Can anybody please help me? I'm trying to start my cycling town, thank you so much!

edit: i also have a house- the most basic one

You need to talk to villagers, they'll give out info on how to live life in the game. You can stop when they talk about not saving and remembering to save.

It's easier to get villagers to move if you have a high friendship with them, I've discovered. Also, they tend not to move out too soon after creating the town. You may want to continue time travelling even farther. And make sure to walk around and catch them when they're outside so they'll ping you!

i've tted about a month or two i think? i'm going to try talking to everyone, but i think my town was created in april and now it's like november or october in my game lol, thank you!

unlocked the island, villagers still aren't moving :/ no villagers are giving me tutorials, so i'll just aggressively tt

I had this problem once when I started up my cycle town. I literally went 5 days ahead for a year and no one ever moved. They started moving once I had unlocked the island (although I have heard of others saying this is not a necessary step.) But for me, that's what triggered it. Good luck! thank you! yeah i unlocked the island but they still aren't moving- i guess i'll just try to talk to everyone again. bump!

You need to unlock the island and I think you might need to get your permit (or whatever it's called, the little tasks Isabelle gives you) before they can move out. You also need to re-introduce yourself to your villagers, because even if you've introduced yourself in the beginning, if you've time travelled then it might have been as though you were absent for a long time (so you'll get the dialogue about how they haven't seen you in ages before it goes back to normal).

THEY STARTED MOVING!! i forgot to mention this earlier, but they started moving out! sadly i couldn't catch them in boxes the first 2 times, but i finally caught chops in boxes, the cycle is officially on! thank you all, so happy it's going to start working now
