Why and When did the pokeball collectible come out?

I've been wondering about when the pokeball collectible was in the shops and why?
Also I gotta wonder about how rare it is, might try to acquire one someday =u=

I'm not sure exactly why or when, but I know it's pretty rare... Whenever I see one for sale it goes for over 1,000 TBT and they usually go pretty quick. :3

Honestly the prices that others paid is a bit steep, I got mine for like 270 TBT in an auction.
