If it was put in now, as the juggernaut was in the campaign, that'd have been annoying yes.
But the multiplayer could have been very different, so it may well have fitted.

I rather like the idea of picking how you want your class to be, health, speed, power.

Maybe the juggernaut could have painkiller health but unable to sprint?
