i think it's just down to luck tbh
maybe smugs are more likely to appear but you might also get a different personality, me and my sister got the game at the same time so she could have got a smug but just so happened to get a normal

Raymond. I don't really care for him though. He's alright and I like him. But I prefer Shep for my smug.
Raymond is still in my town at the moment. But I've promised him to my friend who fell in love with him. XD I have another friend who has Shep so she's holding him for me until he decides to ping her.
In regards as well to the 'first camper is always a smug' I don't think that's really the case. I do remember seeing some people get different villagers around the time most people were getting the campsite. Specifically I remember a post online somewhere about someone thinking Reneigh was a smug because she showed up as the forced camper. I think it's just an extremely high chance for it to be a smug - say 90-95%?
But maybe the rates have changed since it's been a few patches since then.

My first camper is Marshal. He wasn't my dreamie and I didn't care for him. Since he was forced to move in, I grew attached to him and don't want to see him leave now lolol. If I didn't have Marshal, I would have probably wanted Julien as my smug.

Leopold who I wasnt thrilled about at first but he's not too bad
I got Shep who really isn't that bad but before I reset I got Lopez and was hoping to get him, Zell, or Raymond as my smug so I was a little annoyed haha. And then when I was giving him away 3 people flaked after agreeing to take him before I finally found a fourth person who really wanted him. So I do't like him just because of association

I got a cranky too and I started the game at release, I dont think the first camper is a guaranteed smug... I havent had any smug villagers on my island yet sadly

For all those saying that's it's always a Smug, I think there was a thread here with some people reporting that they got a different personality type. It was rare but it happened.
I got Zell. I thought he was okay and could definitely be considered a cool villager by many people's aesthetics but I didn't form any kind of attachment to him so I replaced him with Henry via amiibo and didn't have any regrets.

I was already fond of the smug eagle when I had him in my town in NL. I love all smug villagers and I would've been happy with anyone else, smug or not, but I'm really glad I got him. I honestly took him in immediately because the sentimental value is that strong. :')

I got Pietro. I was never crazy about him, but he's grown on me. I think I'll keep him.
