Let me start by stating one essential thing:
When a villager is moving out, unless you really love seeing them wandering around Main Street, and standing in the middle of the aisle blocking your way inside various stores on a daily basis, please please adopt them out.
If that fails, ask for permission to go to, say, someone's cycling town to unload that villager there. Do something, anything, to ensure said villager would not be present in your own void.
Why am I mentioning this:
wall of text / venting ahead. Villagers that you adopt out probably won't appear on your Main Street? At least in my case, they never did. My beloved Merengue moved onto a new home, haven't seen her since. Julian left without telling me, all I see was an empty plot when I went back in game. He probably went to someone I traded with while not realizing he's gone? Haven't seen him since either. Clay is also a good pal, found a new home for him, but sadly he didn't bother to come back and visit.
The ones that insisted on haunting my town are the ones I voided without a second thought - huge mistakes I made almost 2 years ago, when I first started playing. If there's one thing that I dislike about this game, it's the monkeys and gorillas. Pigs too but monkeys and gorillas totally took the cake here. But then, it's my own damn fault for not bothering to find someone to take them, so I have no one else but myself to blame here. XD
Rocket, closely followed by Tammi, are those random moved-ins before I knew how to prevent that, along with plot resetting. Naturally, I was sooooooo delighted when they actually boxed up and moved.
Little did I realize they would continue to haunt me =__=
These days, my main town is suspended in time, and I only go in to say hi and see if anyone is trying to move. Those two are there everyday, I kid you not. I keep telling myself it could be a lot worse. It could be Shari with Violet.
Sometimes I wish I would have the patience & determination to do the 16 villagers cycle, like many of the members here who have done so successfully, just to get Julian back while purging those two from my void.....

On a side note: Let the people who you will be trading with know that you do NOT have a clear void, tell them they might get that unwanted surprise villager from you, should they have less than 10 villagers.
A little courtesy goes a long way.
