Who do I talk to?

Hey I had an idea for a new sticky thread, who would I go to for discussion without feeling like a lowly peon?
Specifically, the new sticky would probably go in the Train Station, if that helps.

If you make a thread, you may request a stickie by reporting it. Not all requests will be stuck though!

Really? Thank you I'm not sure if it would stick, I don't think it's that important... The idea was a thread for villager signatures. They're all over the place in the Train Station and I thought it'd be a lot easier for everyone, like the Katie thread was/is.
Follow up question, how do I go about reporting? I've never had to so I'm completely clueless. ^ ^'
